Job Description

Duties and responsibilities: 

As an integral member of CTRKD’s communications team, the Online Communications Officer plays a strong content development, coordination, and project management role in the day-to-day operation of online activities — responsible for planning, designing, executing, monitoring, and evaluating strategies, and organizing specific activities around various external initiatives. This includes collaborating with External Affairs staff to ensure consistency with the Bank’s overall external communications strategy and messaging. Specifically: 

  • Provide leadership in the design, development, and management of CTR’s external and internal web sites and online collaboration platforms, collaborating closely with site owners to enhance the format, content, and relevance, applying search engine optimization concepts as necessary 
  • Increase social media engagement and coverage of CTR’s work in areas such as open financial data and accounting and auditing policy standardization, by researching and building a network of audiences, developing social and traditional media contacts, and disseminating information via other channels 
  • Exercise control over production and distribution of CTR’s external publications and develop plans for maintenance and dissemination; this includes editing material according to the target audience 
  • Coordinate with colleagues around the Bank Group, but specifically with other Finance Complex communications staff, to leverage resources, increase awareness, and identify new partnerships 
  • Contribute to and maintain an editorial calendar in coordination with CTR communications staff 
  • Apply editorial processes and approval workflows in the Bank’s web content management systems, as well as review, edit and write content for publication 
  • Review and monitor CTR online presentations and sites for quality and timeliness, as well as for compliance with Bank information management procedures and practices 
  • Plan and integrate the use of social media and other audience engagement tools as part of the CTR communications strategy, and advise or lead others in their use to ensure maximum effectiveness 
  • Develop and lead implementation of online campaigns (content marketing) to target key audiences, and measure success in achieving them 
  • Establish key performance indicators and review web metrics reports; sharing results and recommendations with CTR management and staff 
  • Oversee user research and determine audience needs; act on audience feedback 
  • Collaborate with CTRKD’s internal communicators to ensure product/service awareness and improve understanding across the VPU and to ensure overall alignment in messaging 
  • Advise and contribute to the development of others  in the area of external communications 

Selection Criteria: 

  • Master’s or bachelor’s degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science or other related disciplines, with a minimum of 5 years (with master’s) or 10 years (with bachelor’s) of  relevant experience 
  • A minimum of five years’ experience in writing and/or editing for the web 
  • Proven writing, editing, and presentation skills, with a strong command of English and an ability to convey complex ideas in a creative, clear, direct, and lively style; ability to produce professionally  written web presentations, press releases, feature articles, and publications 
  • Knowledge and applied work experience in social media principles and Web 2.0 technologies sufficient to execute, lead or advise others in assuring that upcoming online communication and audience engagement tools and channels are fully leveraged 
  • Ability to initiate and manage a continuing editorial process and to conceptualize and execute the online packaging of content 
  • Strong diplomatic, interpersonal, and team skills; demonstrated client orientation; sensitized in working in a diverse and multicultural environment 
  • An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects 
  • Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences, and to develop and analyze online communications performance indicators 
  • Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines; experience working with cross-functional teams 
  • Ability to cultivate effective, productive client relationships/partnerships, with strong interpersonal skills and ability to work effectively in a multicultural environment 
  • Experience producing for the web and a basic working knowledge of software packages for page formatting, image management, videos, and content preparation (HTML, Photoshop, and similar software preferred), particularly with regard to complex data presentations 
  • Experience in search engine optimization and online marketing

The Controller’s Knowledge Dissemination (CTRKD) division of the World Bank’s Controller’s Office (CTR) provides strategic and technical leadership and implementation expertise in the areas of change management, communications, organizational learning, content management, and knowledge management in support of the World Bank’s internal controls framework. It is also the focal point for facilitating innovative change across CTR, helping stimulate and capture ideas, prioritize them for initial exploration, and establish criteria for determining which to pursue. 

A recently added element to CTRKD’s work program is coordination efforts related to CTR’s external communications in support of modernization initiatives such as open financial data, eBilling, and eDisbursement, and the development of a Finance Complex external Web presence. CTRKD seeks a knowledgeable and experienced online communications professional to manage and develop that capacity, using a variety of online platforms, multimedia products, and social interaction venues. He/she will report to the Senior Program Manager for Communications and Content. 

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.
