BACKGROUND

Amref Health Africa is the largest indigenous health development nongovernmental organisation based in Africa. Working with and through African communities, health systems and governments, Amref aims to close the gap that prevents people from accessing their basic right to health. PURPOSE OF THE CONSULTANCY

Amref provides training, medical outreach services and technical assistance to local authorities and ministries of health in over 30 countries in Africa. In the recent past, Amref has been a leader in developing and implementing innovative training solutions in Africa. The eLearning, mobile learning (mLearning) and ICT based approaches have been applied to rapidly and cost-effectively scale up training of the health workforce.

To extend Amref’s work in mLearning, the eHealth Support Unit wishes to engage a developer in re-developing two existing mobile applications to suit project needs.

SCOPE OF WORK

The consultant will work under the oversight of Amref’s eHealth Programme Manager. The work assignment

includes the following:

Application A

I. Existing mobile application

Add new modules to the system as per recommendations while ensuring quality assurance. Deliverables will include a quality assurance plan.

- Resolve current issues (corrective and perfective) in the application as will be recommended

II. New Version of the existing system

- Using the existing Architecture to develop a 

Java GSM based application and brand it using Amref/project colors

- Add new modules to the system as per recommendations shared

- Ensure the architecture design allows multiple access

Application B

- Using the current architecture develop a HTML 5-compatible version of the mobile application and brand it using the Amref/project colors


How to apply

CRITERIA FOR EVALUATION OF EOIs

Procedure

Both technical and financial evaluations will be done together and scores will be split on the basis of 50% each.

The technical proposal will be evaluated based on the following general areas:

· Firm’s experience in the field of assignment

· Understanding of the aims and objectives

· Proposed methodology

· Proposed work plan

· The qualifications and relevant experience of the personnel

The financial proposal will be evaluated on the basis of cost, lead-time and proposed payment terms.

4.2 Bidding

1. Bidders are requested to hold their proposals valid for thirty (30) days from the closing date. Amref will make its best efforts to arrive at a decision within this period.

2. Assuming that the Contract can be satisfactorily concluded as planned, the bidders shall be expected to commence the assignment immediately after the final agreement is reached but not later than June 16, 2014.

4. Amref reserves the right to accept or to reject any bid, and to annul the bidding process and reject all bids at any time prior to the award of the contract, without incurring any liability to any Bidder or any obligation to inform the Bidder of the grounds for its action.

Cost of Bidding

The Bidder shall bear all costs associated with the preparation and submission of its bid, and Amref will in no

case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

EXPECTED DELIVERABLES

1. Development of the mobile applications that will meet the system specifications provided by Amref.

2. Application two should enable health workers download and read content via Java/GPRS enabled mobile handsets.

3. Provide a web interface to enable Amref enter and update content.

4. Upon completion, handover of the software source code and documentation (both user and technical) to Amref.

5. Provide documentation of both systems

6. Client training (provide a training plan/curriculum)

7. Move the systems into an Amref server

8. Provide a 1 year warranty on the software developed.

ROLES AND RESPONSIBILITIES

Amref will provide the developer with the architecture and requirements of applications, source code and documentation where applicable. The consultant will be responsible for all deliverables listed above. S/he will work under the supervision of the eHealth Programme Manager.

All products and data developed or collected for this consultancy are the intellectual property of Amref. The consultant may not publish or disseminate the final product or any other documents produced from this consultancy without express permission from, and acknowledgement, of Amref.
